Rationale for this change
Add SQLGetFunctions Tests to make sure the ODBC driver manager's implementation SQLGetFunctions is same as expected. The ODBC driver manager interacts with the Flight SQL ODBC driver and determines the return values of SQLGetFunctions based on that.
