Replace GITHUB_TOKEN with a short-lived token generated via actions/create-github-app-token from a GitHub App installation. This ensures release-please PRs trigger downstream pull_request workflows and avoids dependency on any individual's PAT. Requires APP_ID and APP_PRIVATE_KEY secrets to be configured. Switch release-please to use a GitHub app token so workflows run and we can merge the release prs!
