Add project subcommand

The objective of the project subcommand is to allow gridlabd users to create and manage gridlabd projects using github repositories.

• Add project subcommand
  • Config options (save, set KEY=VALUE) - used to set important project configuration settings
  • Create project -- used to create a project from the gridlabd/.project template repositories
  • Edit project -- used to edit a project using marimo
  • Save project -- used to save a project to github
  • Open project -- used to open a project on github
