- Revert install docs to the pre-migration install.rst (removes the
  orphaned INSTALL.md that collided with install.html on case-insensitive
  filesystems and left the Installation page's toctree empty in production)

  the Resources pages which referenced files that were never committed
- Remove docs.yml's CNAME step for docs.mooseneuro.org, which isn't a
