refactored logging levels in jira.py, service_desk.py, confluence.py, insights.py

• Reviewed logging levels for all /atlassian files (excluding bitbucket).
• Downgraded warn to info levels where applicable (left only 1 or 2 cases where log.warn makes sense
• Applied small refactoring to the few logging messages
  This PR is related to Bad log level for jira.issue_create #1467 and Unnecessary warning messages #1335
