Whilst these are the MPIDR registers, the BL30/BL31 firmware blobs actually expect the 0/1/2/3 values and complain if the 0x100/0x200/0x300 values are used (Invalid clusterid). Whilst not the same source as the BL31, the following code works as BL31 for the odroidc4 https://github.com/ARM-software/arm-trusted-firmware/blob/773a310fce2954c630cf645c33c099ec0de70c29/plat/amlogic/common/aml_scpi.c#L61-L75 This reverts commit cb9fd4a.
