Reason for this change

I had troubles using on of the existing plugins in my Backstage instance due to some outdated dependencies.

Description of changes

Upgraded to Backstage 1.52 and migrate to the Backstage Yarn plugin, which simplifies future version upgrades. Fixed the scaffolder-actions pluginId to fix to match Backstage conventions.

Other minor changes: resolved a circular dependency in plugins/core/node/src/locator/, added usage examples to all four scaffolder actions, and expanded the README with permissions and usage documentation for all scaffolder actions.

Description of how you validated changes

I've tested manually the example app and I've tested the scaffolder-actions module in my Backstage instance.
