Cleaned old flood control data from Sept. 21, 2025

Version with fixed Province/Municipality field value switches and reconstructed municipality/city fields for entries which contain null.

Cleaned version is named:
flood_control_cleaned_202511300344.json

which I finished cleaning on 2025-11-30 3:44AM

We should retain a copy of the original Sept. 21 flood_control.json for diff purposes so we can compare the old and new versions, and tag the old version contents which were changed as possibly anomalous since they had to be fixed.

Thanks for cleaning this up. I think we need the following before we can merge this in.

• Document what was changed/annotated from the previous dataset in the README (in the same directory)
• Format this file using prettier
