Copilot's agent skills use the same SKILL.md convention, one folder per skill under .github/skills/<name>/SKILL.md (repo) or ~/.copilot/skills/<name>/SKILL.md (personal, cross-repo). This is separate from the older single-file .github/copilot-instructions.md.
