This PR makes the following changes:

bumps gradle to 8.7
bumps unimined gradle plugin to 1.2.3
add jsr305 dep for annotations

Testing

I've used runClient to test that baritone is loaded under fabric:

fabric

tweaker

forge

doesn't seem to be working, but it also doesn't work in the 1.19.4 vanilla branch
