Can we see the differences in apportionments on a percent basis? is there a pattern by district? Also, do we know where the $8497 figure comes from when calculating the bit that gets removed in the formula?

issue:
Read in rural county census data for 2010 and 2020. Calculated apportionments using the formula derived from the DLA FFY25 worksheet for both census years. Then compared to calculated apportionments and census population to the stated apportionments and population from the DLA worksheet. Created basic visuals to show differences in populations and apportionments between the census, DLA and DDS calculations.
