Issue #689: Update wxWidgets to 3.3.1 Issue #735: Update the CI to have the release or debug in the name Add vcpkg binary caching for macOS and Windows CI builds Implement vcpkg-based dependency management with binary caching to significantly speed up CI builds on macOS and Windows. Ubuntu continues to build wxWidgets from source to avoid timeout issues.
