Pre-installs Go, system build dependencies, dqlite, liblxc, and Go module dependencies so Copilot coding agent sessions have a fully working LXD build environment out of the box. Replace the file path reference with an explicit instruction to invoke the pre-commit-checks skill, so Copilot uses the skill mechanism rather than reading the file directly.
