feat: COS solution tests on self-hosted runners

Issue

We need to test COS in CI rather than manually.

This issue is blocking us from initializing Mircok8s in the runner

• Need support for k8s / microk8s local image registry / mirror concierge#75

Solution

This PR uses self-hosted runners for COS deployment and github-runners for COS Lite due to differing resource requirements. A list of available runner tags are found here.

This is a great repo for up-to-date PS7 / self-hosted runner references:

• patch(DPE-8837): Migrate to self-hosted runners mongo-single-kernel-library#140

Note, the microceph setup job is conditional to COS deployment, not COS Lite.
