Certain plugins may need artifacts to be downloaded and set on a given path in OpenSearch. The idea is to have an s3 relation dedicated to managing these artifacts: the user uploads the artifacts to specific folders in a given bucket and then informs the charm deployed which paths corresponds to each.
This is still a draft PR representing a propotype for that.
