Yeah, I stopped working on this since we can't deploy noble in the prodstack version we are on right now. Once we migrate to a newer deployment, we can revisit this. |

Description
This PR updates all components of Testflinger to the latest LTS version of Ubuntu (24.04/noble/core24).
Additionally, it updates the
.python-version(deployed version of Python we expect) to 3.12.Resolved issues
