This change addresses issue chaoss#3619 by: 1. Renaming CONTRIBUTORS.md to MAINTAINERS.md to reduce confusion with CONTRIBUTING.md and align with CHAOSS governance naming conventions 2. Updating the header to reference CHAOSS governance guidelines 3. Updating README.md to reference the renamed file 4. Updating docs/source/index.rst maintainer list to match MAINTAINERS.md: - Moved Derek Howard to Founding Maintainers (was incorrectly listed as Current) - Added Adrian Edwards to Current Maintainers - Added Gary P.
