Collection of issues related to monorepo's maintainability related issues

• Treat packages/shared as source files instead of as npm dependency. Do not build packages/shared as @chromatic-com/shared ever.

• Add test:e2e command that runs test:cypress, test:playwright and test:vitest, and then runs archive-storybook for each package, and crawls each story from index.json. • Set up renovate or dependabot to run weekly. Minimum release age 1-2 days.
• Skip Publish to Chromatic CI steps if PR is from a forked repository as it will fail due to missing token.
