Removing cron and aws cli, the check is done via cloudwatch

Changes proposed in this pull request:

• The check for non-bosh deployed vms in a vpc is already handled via module.gov-root.module.gov_org_cloudtrail_notifier in aws-admin so this is no longer needed.
• As such, the cron release is no longer needed, nor the aws cli it was dependent on, all are being removed
• Once proven out, the remaining references to awslogs will be removed on a subsequent PR
