Target Laravel 13 (illuminate ^13.0) on PHP 8.3-8.5, dropping Laravel 12 / PHP 8.2 per the one-Laravel-major-per-package-major convention. Bump saloon to ^4.0, testbench to ^11.0, pest to ^4.4, larastan to ^3.9.3, and update the CI matrix and README compatibility table accordingly. Also fix a pre-existing bug in ConnectWithOAuth: it imported the non-existent phpDocumentor\Reflection\Exception, so the "Client ID is required." / "Client secret is required." guards fatally errored with "class not found" instead of throwing. Resolve workflow conflicts in composer-audit.yml and phpstan.yml: keep shivammathur/setup-php@2.37.2 (patched; >= the 2.37.1 from main's Dependabot bump) and PHP 8.5. Standardize run-tests.yml setup-php to 2.37.2. Co-Authored-By: Claude Opus 4.8 (1M context) <noreply@anthropic.com>
