feat(service): disable mautic

Changes

Disabled the service because the official Docker images no longer include AMQP transport, so RabbitMQ integration does not work with our template.

• The current maintained versions are v7 (stable) and v8 (in development), while our template relies on v5, which is 2 years old.

To fix this user have to run `composer require symfony/amqp-messenger` inside all mautic containers or build their own docker image which include that messenger
