As this functionality has moved to xgboost, drop dask-xgboost and update docs to reference the xgboost library.

Reference XGBoost docs for Dask examples

As XGBoost supplies their own Dask implementation along with docs and
examples that should be preferred, rewrite the docs in Dask-ML to
reference the XGBoost docs.
