This closes#194 , (not 193 as I incorrectly said in last commit)
test case BottomTablePlacementTest.java shows how you can use a table you don't draw to measure, and then based on that decide which page to place the table on. It's not perfect, but closing this 6 year old ticket with this workaround. If it's still a problem, please reopen
