Allows clients to use an existing data chunk to be populated by an arrow array. This is necessary for table UDFs where the data chunk is already allocated by DuckDB before being passed to the table function's callback.
Depends on duckdb/duckdb#20297 and the DuckDB version being bumped once released.
Replaces #47
