Adds a benchmark which outputs histograms for the acceptance, rates, and reconstruction resolution of the Low-Q2 tagger. A select few are further formatted for distribution.
This should also allow the Low-Q2 tagger NN training workflow to easily compare resolutions between new and old networks.
