Briefly, what does this PR introduce?

This PR changes the segmentation of the RP to better reflect conservative spatial resolution expectations, reduces the shielding foil thickness, and adds the necessary URLs for the LUTs needed for the new RP polynomial reconstruction algorithm in EICrecon (eic/EICrecon#2137).
