Adding test cases for SwRequirementSwRequirementsMapping endpoint
Added read/write user permission verification method to be used as decorator across all endpoints in api.py.
Modified ApiDocumentsMapping and ApiSwRequirementsMapping to use the decorators.
api.py lint with autopep8
