Redo the admin menu / Upate features

over time this because unorganized with items appearing in non-intuitive locations and lacking some needed top menu buckets. This updates all of that and it may even be better now

features controller was a dumping ground, this breaks it up into various managexyz controllers

updated emoji to v16/17 and changed the regex to use an 8.1 (performant) version 🙏 it does not cause issues on different server configs. got tired of the old ??? smiley icon issue and added a block for that.
