Add the existing _control-center/_PLANS register to the opt-in system observe tier with an exact three-file allowlist and governance tags. Gardener remains a read-only discovery index, not plan authority. Verification: 136 pytest tests plus 35 subtests, Ruff, compileall, live source refresh/readback.
