Lock file not updated with security fix version

High Severity

The requirements.txt is updated to urllib3 2.6.3 but layer/uv.lock still references version 2.6.2. Since requirements.txt is auto-generated from uv.lock (per the file header comment), the lock file is the source of truth. This means the security fix for CVE-2026-21441 may not actually be applied during builds that use uv, and the change will be overwritten if someone regenerates requirements.txt from the unchanged lock file.
