[UIREQ-1313] [UIREQ-1314] Display anonymized requesters

Purpose

The Big FC team is in the process of anonymizing requests like how loans have been. Previously if user data was not returned for a requester it was caused by something weird but now it indicates the request has been anonymized.

Approach

This is the third attempt at this PR after working through all the scenarios of deleted/anonymized users/proxies. The chart of potential combination is on the the UIREQ-1313 ticket. This was codified into new utility to determine the display values for users, then each location that displays requesters and proxies was modified to use the new utility.
