initial German (DEU) translation. Needs some polishing. Omitted the part about "working online".

Thanks @hornig. A few suggested changes:
- remove "zu": von Code zu generiert worden
- remove "zu", add "s": geben Hilfe nach zu Best-Practices
- remove "bezahltes": erhalten ein bezahltes Stipendium
- add "dem": zwischen dem 25. März
- remove "den": den Programmregeln
- remove period: Lernerfahrung**.**, eine
