Updates the Rust toolchain from 1.96.1 to 1.97.0 and nightly rustfmt from 2026-07-08 to 2026-07-09.
Rust 1.97.0 release notes were reviewed; no project changes were required beyond the tagref-safe toolchain pin updates.
