What does this PR do?
Registers Flaubert with
NormalizedConfigManagerusingNormalizedTextConfig, and removes it from the unsupported-model note.It also adds an offline regression test covering the normalized hidden size, attention-head count, and layer-count attributes.
Addresses the Flaubert subtask in #351.
