Key native TCP clients by a unique session ID instead of peer address. Serialize manual authorization requests, enforce per-session access masks, and add the runtime-only --allow-all-native option.

Temporary validation PR for upstream mcallegari#2094. Uses the repository's unchanged official GitHub Actions build matrix to validate the current
fix/native-multiclient-cleanhead on Linux, Windows and macOS. This PR will be closed after CI validation.
