Windows环境-s=stop信号无条件TerminateProcess会导致hmain.c内部以及用户业务层设置的atexit完全失效，所以解除了被注释的TermEvent处理方式，并且增加了等待结束触发信号只有2s超时才执行TerminateProcess强制结束，反之则只会触发正常的exit->atexit回调。
