Added bai.0010021223 based on bai.0010021961.

• Commented out diagnostic items that are not listed in the manual
• Added a comment when the manual lists a diagnostic item but it isn't listed in the definitions. I have done no investigation to identify correct definition.
• For items that are not listed in the manual (and therefore commented out), identified if they actually provide values or not
• Validated all items to see if they return values or not. Commented out if they didn't, and noted why.
• Added Status00 in model TSP. It should probably reside in hcmode. Status in hcmode has id 03, which produces ERR: invalid position in decode. It seemed logical there would be an id 00, which returns data which looks like it matches the Status definition. I have not validated in detail.
• I have validated the SetMode works for changing desired flow temperature
• I have added an enum for all the status codes in the manual for Statenumber
• Added scan for new definition to 01.bai.tsp
