Two grounded research papers — June 2026 batch

Adds the two design-stage research papers for the June 2026 batch under research/papers-2026-06/, and fills in the batch index README.md to point at them (replacing the editor placeholders).

# Paper Scope
01 The e-Rupee as an Agentic Settlement Layer CBDC-native machine-to-machine payments — composes switchboard's working, tested x402 middleware + AgentEscrow policy-conditioned release (releaseByAttestation) with a design-stage e₹ compliance gate, provenance ledger, and settlement layer.
02 Provenance-Preserving Digital Currency Lineage-tracked CBDC for auditable monetary flow — a note-lineage (UTXO-style) ledger enforcing value conservation, traceability, and selective disclosure, with lineage visibility scoped by law (DPDP-aligned, default-deny), not open by default.

Grounding & honesty

  • Design-stage, not a product. The e₹ work is the erupee-wallet sandbox over a clearly-labelled Simulated RBI: synthetic identities, format-only (never-verified) PANs, no outbound network I/O, no real money, custody, or deposits.
  • The e₹ is the RBI's CBDC — the RBI issues and controls it; kcolbchain is independent and unaffiliated and does not issue, mint, or custody it.
  • Regulatory gating is load-bearing. Everything touching a real e₹ is subject to the approvals and licences we will seek from the RBI/NPCI under the PSS Act, 2007 and the RBI CBDC framework. Named counterparties (e.g. SBI) are stated, not finalised.
  • Forward-looking material is a model, not a forecast. No fabricated benchmarks, throughput, revenue, or adoption numbers; any figure is a clearly-labelled, assumption-bound output of the consistency-checking simulator.

Status split (stated honestly in the papers)

  • Built & tested: switchboard x402 middleware, AgentEscrow with policyHash / releaseByAttestation.
  • Design-stage sandbox: the e₹ compliance gate, provenance ledger, and settlement layer.
  • Proposal in the paper: binding an e₹ compliance verdict to the on-chain attestation oracle (Paper 01, §3.4) — not a deployed integration.
