Problem: keel sends mails for updated images but not for pending approvals (see Issue #645)
Proposal: keel should send an email for every pending approval, so you can visit the website to approve it
Solution:
This PR adds a mail bot that sends a mail for every pending approval. It uses the configuration of the mail notification component.
