feat: add annotations for deployment

Summary:

This adds deployment.deployment_annotations to allow users to set arbitrary annotations on the Deployment object's metadata

Changes:

• kiali-server/templates/deployment.yaml — renders deployment_annotations under. Deployment.metadata.annotations when set

• kiali-server/values.yaml — adds deployment_annotations: {} default (empty, no behaviour change)
