Add a telemetry collection server and security dashboard to provide observability for Sentinel's private data detection.
This PR introduces a new
telemetry-servermodule with a FastAPI backend and a web UI, allowing security officers to monitor privacy events, users, and sessions. It also includes a minor fix to a print statement insentinel/prompt_sentinel.pyand enhances its telemetry reporting to include user and session identifiers, fulfilling the requirement for better signal structure.
