Requires:

feat(network): Add ConnAs go-libp2p#3338
Expose RTT information go-yamux#133 to get RTT info from a Yamux session
Get RTT from Conn quic-go/quic-go#5262 to get the RTT info from a QUIC connection

Note I'm not planning on adding mplex support.
