__builtin_sqrt is already used in a few other places in the semantics. This commit just makes this consistent for all sqrt computations.

Additionally, this PR replaces two uses of std::sqrt with __builtin_sqrt for consistency, as __builtin_sqrt is already used in a few other places in the semantics.
