Installing oci-cli now fails with

      sure you have python3-full installed.
      
      If you wish to install a non-Debian packaged Python application,
      it may be easiest to use pipx install xyz, which will manage a
      virtual environment for you. Make sure you have pipx installed.

This fix follows the recommendation and installs the python package via pipx. Tested in a forked repo.

This is a needed fix, the version of the action in main no longer works. Can this be reviewed/accepted?
