fix: crash on recast arrows for zoot milks

With effect replenishment arrows enabled, ChIT would crash when having the Milk of Cruelty / Kindness effects with

java.lang.IllegalArgumentException: URLDecoder: Illegal hex characters in escape (%) pattern - Error at index 0 in: "n "
