npx @localheroai/cli check on a repo without a localhero.json printed its whole report without ever mentioning Localhero. On a real Rails repo that is 315 lines ending in a list of hints, with no next step. The "can fill missing translations" line only existed in the GitHub step summary, which only configured projects see.

The plain-text report now ends with the same line when translations are missing:

  • Shown only without a localhero.json and only when at least one locale has missing or empty values.
  • Not shown in --json, --format github or the changed-only report, nor for configured projects.
  • The wording is shared with the step summary as FILL_MISSING_POINTER, so the two cannot drift.
  • If a changed-only run cannot resolve its base it falls back to the full report, and the line shows there too when no config exists.

Verified

  • Full suite passes, lint and build clean.
  • Built CLI run against a clone of a public Rails repo: the line comes last and the exit code is still 1. --format github does not print it, --json stays valid JSON, and a configured rig does not print it.

- Plain-text report without a localhero.json ends with one line linking to localhero.ai
- Shares the step summary's wording via FILL_MISSING_POINTER
- Leaves --json, --format github and configured projects unchanged
