Adds a tool to return bcd data as a json string: this appears to work well in tests, but we can obviously change it to return a markdown table in the future.
Contains some incomplete instructions and descriptions: once we've merged this, the search tool, and added bcd keys to the responses of the get-doc tool and search tool then I'll open a new PR containing instructions on how to use the tools in collaboration.
