Fixing up commit fcb2146 which missed removal of another NonStopMode protocol.
MsCorePkg contains an implementation of an AARCH64 library for use in MpManagement application. The library needed updated for removal of EL1_OR_EL2_OR_EL3 macro.
Limit the recursive download of mu_basecore. Remove mu_silicon_intel_tiano and replace with mu_common_intel_min_platform to satisfy the IntelSiliconPkg requirements for Vtd unit tests.

Additional changes for removal of NonStopMode from mu_basecore.
Update Readme with accurate 202511 information.
Fixed CISettings to rely on mu_common_intel_min_platform due to retirement of mu_silicon_intel_tiano.
