fix(deps): update is-path-inside to v4

• Merged main (including latest workflow changes)
• Kept is-path-inside ^4.0.0 and .default fix in watch-run.js
• Resolved package-lock.json conflict by regenerating with npm 10
• Validated with lint, tsc, and unit tests (1100 passing)

Done in commit 279c12d. Merged all current main changes into this branch, updated is-path-inside to ^4.0.0, fixed the .default interop in watch-run.js, and regenerated package-lock.json with npm 10. The PR can now be retargeted to main.

Resolved in commit 5317d7a. Merged the latest main (new workflow changes), resolved the package-lock.json conflict by regenerating it with npm 10, and kept the is-path-inside v4 + .default fixes intact.
