This PR adds scripts for creating search and vector search programmatically. This will allow us to run the lab using local Atlas deployments in Instruqt and Codespaces.
The PR also updates the server app's development configuration to speed up TypeScript builds. This will allow attendees to wait less for rebuilds when working on the lab.
